25,413 homes get land through private colony reservation without government expenditure

Raipur, October 5, 2026/ Chhattisgarh has received national recognition for its approach to providing affordable housing to Economically Weaker Section (EWS) and Low Income Group (LIG) families in urban areas. The Ministry of Housing and Urban Affairs, Government of India, has recognised the state’s model of reserving land for EWS and LIG housing and providing homes through the Affordable Housing in Partnership (AHP) model as a national best practice.

The award was presented by Union Minister of State for Housing and Urban Affairs Shri Tokhan Sahu at a World Habitat Day event at Vigyan Bhawan in New Delhi on Monday. Principal Secretary, Urban Administration and Development Department, Shri Sonmani Bora, and SUDA Chief Executive Officer-cum-State Mission Director, Pradhan Mantri Awas Yojana (Urban), Shri Sumit Agrawal, received the award on behalf of Chhattisgarh.

Under Chief Minister Shri Vishnu Deo Sai’s leadership, the state government is working to expand housing opportunities for EWS and LIG families while improving access to basic civic amenities. Under the guidance of Deputy Chief Minister and Urban Administration and Development Minister Shri Arun Sao, the department is monitoring projects from approvals and land availability to construction quality and timely completion.

‘Housing for All’ remains a priority

Chief Minister Shri Vishnu Deo Sai congratulated the Urban Administration and Development Department, SUDA and urban local bodies on the national recognition, describing it as a reflection of Chhattisgarh’s commitment to making affordable and dignified housing accessible to families in need.

He highlighted how land reservation for EWS and LIG families and the AHP model are helping address key challenges in providing affordable homes in urban areas. Chhattisgarh is taking forward Prime Minister Shri Narendra Modi’s vision of ‘Housing for All’, he added.

A pucca house gives a family security, dignity and a foundation for a better future. The state government is committed to ensuring that every eligible family gets a pucca house with basic amenities, Shri Sai said.

Land secured for 25,413 homes without government expenditure

Land availability has been a major challenge in providing housing for poor and low-income families in cities. Chhattisgarh has addressed part of this challenge by reserving land for EWS and LIG housing in private colonies. The policy has made land available for 25,413 homes without government expenditure. Of these, 17,790 are under PMAY-Urban 1.0 and 7,623 under PMAY-Urban 2.0. The approach has also enabled affordable housing to be developed within planned colonies and established urban areas rather than being concentrated on city outskirts. This gives beneficiaries better access to roads, electricity, water, education and other civic services.

Coordinated system for affordable housing

The state has also focused on effective implementation of the AHP model under PMAY-Urban. The Urban Administration and Development Department and SUDA are coordinating with urban local bodies to monitor project approvals, construction progress, quality and timely completion. The Ministry of Housing and Urban Affairs has recognised this coordinated approach as a national best practice.

Deputy Chief Minister and Urban Administration and Development Minister Shri Arun Sao congratulated departmental officials, employees and urban local bodies on the achievement. He described the recognition as an acknowledgement of the state’s efforts to create a structured system to meet the housing needs of urban poor and low-income families.

The state has put in place a system covering the entire process, from making land available and approving projects to monitoring construction and ensuring timely completion. The focus is not limited to planning housing schemes but extends to ensuring that eligible families receive affordable and dignified homes, he added.

Shri Sao said the department would continue working to provide affordable housing to needy families at a faster pace. The national recognition will further encourage the department and urban local bodies to strengthen implementation and expand these efforts.

A strong step towards ‘Housing for All’ in Chhattisgarh

The initiative has made land available for more than 25,000 homes for urban poor and low-income families, bringing their dream of owning a pucca house closer to reality while enabling access to planned urban areas and essential civic amenities.

The national recognition on World Habitat Day acknowledges Chhattisgarh’s efforts to advance the ‘Housing for All’ vision through land reservation, affordable housing partnerships and coordinated implementation.
