Raipur, 16 October 2026/
Chief Minister Shri Vishnu Deo Sai chaired a high-level review meeting of functioning of CM Helpline 1076 at its office in the CBD Building in Nava Raipur on Friday.
During the meeting, he said that timely, sensitive and effective resolution of citizens’ problems is the first measure of good governance. Launched with this objective, CM Helpline 1076 has, within a short period, emerged as an important and trusted channel for the people of Chhattisgarh. Citizens no longer need to make repeated visits to government offices to resolve problems related to ration, pensions, electricity, housing, drinking water and other public services. They can register complaints by calling 1076 from their homes, and the resolution of these complaints is being monitored regularly.
Chief Minister Shri Vishnu Deo Sai sought detailed information on complaints received, their resolution, feedback from complainants, and department-wise and district-wise performance. Through video conferencing, he reviewed the status of complaint resolution in the districts with all District Collectors.
During the review, the Chief Minister personally spoke to complainants from various districts to find out whether their problems had been resolved after they registered complaints on the helpline. Citizens shared their experiences directly with him and expressed satisfaction with the resolution of their complaints.
2.31 Lakh Complaints Registered; 88.85 Per Cent Resolved
Officials informed that a total of 2,31,850 complaints were registered on CM Helpline 1076 between 9 June and 15 October 2026. Of these, 2,05,996 have been resolved, while action is underway on the remaining 25,854. Thus, 88.85 per cent of all complaints received so far have been resolved. The helpline receives an average of 1,500 to 2,000 complaints a day.
Describing the initial results as encouraging, Chief Minister Shri Sai said that the resolution of such a large number of complaints reflects the collective efforts of officers and employees. Good progress has also been made on the directions issued during the previous review. He called for continuous improvements to the system to ensure that complaint resolution goes beyond statistics and provides actual relief to citizens, leaving them satisfied with the outcome.
The Chief Minister said that the quality of complaint resolution is paramount. Before closing a complaint, officials must ensure that the citizen’s problem has actually been resolved. Feedback from citizens should be the basis for assessing the system’s real success.
One Complaint Brings Relief to Over 80 Families as Faulty Transformer Is Replaced
During the review, Chief Minister Shri Sai spoke directly to complainant Shri Daman Sahu from the Mainpur area of Gariaband district. Shri Sahu told the Chief Minister that a faulty transformer had disrupted electricity supply in his village, affecting approximately 80 to 85 families. When the problem remained unresolved locally, he registered a complaint on CM Helpline 1076.
Within approximately a week of the complaint being registered, a new transformer was installed and electricity supply restored. Shri Sahu said that electricity supply in the village is now normal, bringing considerable relief to residents. He thanked the Chief Minister and the government for the prompt resolution.
Appreciating the prompt action of the officials concerned, Chief Minister Shri Sai said that problems involving basic facilities such as electricity and water directly affect citizens’ daily lives and must be resolved on priority. He said that resolving a single complaint with sensitivity can bring relief to several families.
Pending PMAY Instalment Received Within Ten Days of Complaint on CM Helpline
During his interaction with the Chief Minister, Shri Virendra Yadav, a resident of Bagicha development block in Jashpur district, said that the second instalment for construction of his house under the Pradhan Mantri Awas Yojana had been delayed. The delay in receiving the funds was affecting construction.
He registered his problem on CM Helpline 1076. Within approximately ten days of the complaint, Rs. 55,000 was credited to his bank account as the second housing instalment. Sharing his happiness with the Chief Minister, Shri Yadav said that receipt of the funds had enabled him to proceed with construction.
Chief Minister Shri Sai said that the Pradhan Mantri Awas Yojana is an important scheme that fulfils poor families’ dream of owning a pucca house. Eligible beneficiaries must receive instalments on time so that construction proceeds without interruption. He asked officials to handle such cases with particular sensitivity.
Pension Stalled for Nine Months Restored Following Complaint on 1076
Shri Toran Sahu, a resident of Karhi village in Mungeli district, told the Chief Minister that his mother had not received her pension for approximately nine months. The non-payment had caused difficulties for the family, prompting him to register a complaint on CM Helpline 1076.
After receiving the complaint, the department concerned examined the case and took the necessary action. His mother’s pension was subsequently restored, and the pending amount was also paid. Expressing satisfaction with the resolution, Shri Sahu thanked the Chief Minister.
Chief Minister Shri Sai said that social security pensions provide important financial support to elderly people, widows, persons with disabilities and families in need. It is the administration’s responsibility to ensure that eligible beneficiaries do not face difficulties in receiving this assistance.
Even a Small Problem Can Cause Serious Difficulties for a Citizen: Chief Minister
Chief Minister Shri Sai told officials that a case may appear routine from an administrative perspective but can be of great importance to the citizen concerned. Even delays in correcting a ration card, paying a pension, restoring electricity supply, providing drinking water, releasing a housing instalment or completing a minor revenue-related task can cause prolonged difficulties for a family.
He said that the purpose of CM Helpline is to ensure that citizens’ concerns reach the government directly and that the department concerned takes them seriously and resolves them within the prescribed time. The Chief Minister said that he has also received positive feedback about the helpline during interactions with people across the state. Many citizens have said that their long-pending problems were resolved after they registered complaints on 1076.
The Chief Minister said that CM Helpline is a means of ensuring government accountability and improving citizen services, in addition to registering complaints.
Officials Doing Good Work Should Be Encouraged; Accountability Must Be Ensured for Negligence
Chief Minister Shri Sai said that a large number of officers and employees are working with dedication and diligence. Their efforts are ensuring that schemes reach people and that citizens’ problems are resolved. Such officers and employees should be encouraged.
He said that negligence or a lack of seriousness towards citizens’ problems in some cases affects the image of the entire administration. Every officer and employee must therefore understand that resolving people’s problems is the government’s highest priority. Those doing good work should be encouraged, while accountability must be ensured for unnecessary delays or negligence in resolving complaints.
Complaint Data Should Be Used to Improve Citizen Services
During the review, Chief Minister Shri Sai sought information on call handling, complaint registration, resolution at different levels, the system for obtaining feedback from complainants, and department-wise analysis of complaints.
He directed officials to look beyond individual cases when examining complaints received on the helpline. Complaint data should be analysed regularly to identify recurring issues concerning particular departments, schemes, services or areas. If a large number of similar complaints are received, their root causes should be identified and the necessary improvements made to the system.
The Chief Minister said that this would enable CM Helpline to serve as an important feedback system for improving government policies and services, alongside resolving citizens’ individual problems.
1076 Facility Must Reach Citizens in Remote Areas, Including Bastar
Chief Minister Shri Sai specifically sought information on the nature of complaints received from districts in Bastar division and the status of their resolution. He said that CM Helpline can be particularly useful for citizens in remote and forest areas, as it saves them from having to travel to district-level offices or the state capital to seek solutions to their problems.
He directed officials to ensure that information about CM Helpline 1076 reaches every village and every individual. It should be widely publicised through wall paintings and other means at Gram Panchayats, fair price shops and Common Service Centres. Citizens should also be guided locally on how to register complaints through the helpline.
Addressing Technical and Procedural Shortcomings Will Further Strengthen the System
The Chief Minister said that CM Helpline is still in its initial phase. Technical and procedural shortcomings should therefore be addressed continuously by learning from early experiences. The entire process—from answering calls, registering complaints and forwarding them to the department concerned to resolving them within the prescribed time and obtaining feedback from complainants—should be made simple and effective.
He said that citizens should have a smooth experience from the registration of a complaint to its resolution. The purpose of technology is to bring government closer to citizens and simplify procedures.
People’s Trust Is Our Greatest Achievement: Chief Minister Shri Sai
Chief Minister Shri Vishnu Deo Sai said that resolving people’s problems is the government’s responsibility, and CM Helpline 1076 is becoming an important means of fulfilling that responsibility effectively. The government’s effort is to ensure that every citizen has confidence that their concerns will reach the government, that they will be heard and that their legitimate problems will be resolved on time.
He said that stronger trust between the government and citizens makes good governance more effective. CM Helpline is strengthening this bond of trust. People’s trust is the government’s greatest achievement, and maintaining it is everyone’s collective responsibility.
Chief Secretary Shri Vikas Sheel, Principal Secretary to the Chief Minister Shri Subodh Kumar Singh, Secretary to the Chief Minister Shri Rahul Bhagat, Secretaries of various departments, Special Secretary to the Chief Minister Shri Rajat Bansal and Collectors of all districts joined the review meeting through video conferencing.
